Establishing an Integrated Samba Chilli Value Chain Management Cluster Supported by NABARD & Coordinate By MABIF
The initiative to establish a Samba Chilli Cluster aims to develop an integrated and
sustainable value chain system for the GI-tagged Virudhunagar Samba Chillies. This effort
is designed to ensure efficiency and value addition across the entire spectrum of the supply
chain, including production, post-harvest management, processing, branding, and market
linkage.
The core objective of this initiative is to enhance farmer profitability, income stability, and
market competitiveness, while preserving and promoting the unique identity, quality, and
geographical significance of Virudhunagar Samba Chillies.
This initiative adopts a comprehensive and multi-faceted value chain approach, focusing on:
A key component of this initiative is the development of a strong and collaborative network among five specialized Farmer Producer Organizations (FPOs). These FPOs will work collectively to streamline production systems, aggregate produce, enhance bargaining power, and improve access to better markets and services.
By fostering coordination and synergy among these FPOs, the cluster aims to build a robust, scalable, and farmer-centric value chain ecosystem, ultimately contributing to sustainable rural livelihoods and long-term sectoral growth.
Collaborative FPO-Led Cluster Development Approach
Under the Samba Chilli Cluster initiative, five specialized Farmer Producer Companies (FPCLs) are strategically aligned to create a comprehensive, integrated, and result-driven value chain ecosystem. Each FPCL brings domain-specific expertise and functional strengths, collectively contributing to the overall growth, efficiency, and sustainability of the cluster.
SEEDS-FPCL
SEEDS-FPCL plays a pivotal role in
strengthening market systems and service
delivery through:
- Establishment of Custom Hiring Centres (including drone-based services) to promote precision agriculture
- Development of Rural Haats to facilitate direct farmer-to-market linkages
- Promotion of the SEEDS Agro Brand for both bulk and retail grocery markets
- Strengthening processing and packaging infrastructure to enhance product value and quality
VALARACHI FPCL
Valarachi FPCL focuses on diversified
agri-enterprise development through:
- Animal feed processing units to support livestock-based livelihoods
- Edible oil extraction units to promote local value addition
- Operation of Rural Haats for improved market access
- Custom Hiring Centres (including drones and mobile service vans) to enhance farm mechanization and outreach
VIRUDHUNAGAR FPCL
Virudhunagar Traditional FPCL
This FPCL is dedicated to:
- Revitalizing and promoting traditional crop cultivation systems, ensuring biodiversity conservation and preservation of indigenous agricultural practices
THERKARU FPCL
Therkaru FPCL focuses on sustainable
agriculture inputs through:
- Production and promotion of Biochar- based soil amendment products to improve soil health, enhance productivity, and support climate-resilient farming practices.
VINOBAVE FPCL
Vinobave FPCL contributes through:
- Establishment and management of chilli processing units to improve value addition
- Strengthening cotton aggregation and trading systems to diversify farmer income sources

Through this collaborative and specialized approach, the five FPCLs work in synergy to achieve the following result-oriented outcomes:
